Mayflower Gardens was developed by the Singapore Government Officers Co-operative Housing Society in 1966. 201 units of houses and 6 units of shops were built. The houses were sold to members of the society who were civil servants and teachers. It took the Society 2 years to complete the estate. Owners were able to occupy their houses in 1968. The 6 units of shops were let out.

In 1970, the Mayflower Gardens Association was established and registered under the Registry of Societies Act. Members who were residents of the estate paid an annual subscription of $6.00.

In the early 70s, the HDB began building flats to form Ang Mo Kio Town. Mayflower Gardens now lies within Ang Mo Kio and our residents get to enjoy amenities such as market, food centre, etc., built by HDB.  Through the years, with the addition of Mayflower Town Houses and new houses along Mayflower Way (where the 6 shops were once located), the number of residents in the estate has increased. With the revised electoral boundaries, Mayflower Gardens come under the purview of Kebun Bahru Ward in the Ang Mo Kio GRC.

In March 2002 following the dissolution of the Mayflower Gardens Association, the Mayflower Gardens Neighbourhood Committee was formed with Mr Inderjit Singh, the incumbent MP for Ang Mo Kio GRC, as its adviser.

Neighbourhood Committees (NCs) are formed under the auspices of the People's Association to cater to the needs of private estate residents. Mayflower Gardens Neighbourhood Committee members who are residents of the estate, are all volunteers.

The primary functions of a NC are:

1. Promote harmony and cohesiveness amongst residents.
2. Liaise with government authorities on the needs of residents.
3. Disseminate information and provide feedback on government policies.
4. Foster good citizenship amongst residents.
